Guidelines for Taiwan's Ministry of Education Mandarin Enrichment Scholarship Program (2006-2007)
Cultural Division, Taipei Economic and Cultural Office in New York


I. The scholarship, funded by the Ministry of Education (MOE), Republic of China (Taiwan), is aimed to assist promising foreign students to study in university-affiliated Chinese language centers in Taiwan. For the academic year 2006-2007, three one-year scholarships are available for qualified applicants from the four states under the jurisdiction of Taipei Economic and Cultural Office (TECO) in New York, namely, Connecticut, New York, New Jersey and Pennsylvania.

II. Benefits:
1. The scholarship will be under the supervision of the universities/colleges and stipends will be awarded monthly based on the studentsˇ¦ attendance records and academic performance.
2. A stipend of NT$25,000 per month per recipient will be provided. Tuition, accommodation, insurance and miscellaneous fees are all included in the scholarship. Recipients are responsible for their own roundtrip air-tickets.
3. Language centers may deduct tuition, insurance fees and other required fees from stipends, one time or in installments, before granting the remainder of the stipends to students.


III. Duration of Scholarship:
In principle, the scholarship period will be one year, from September 1st , 2006 to August 31st , 2007.


IV. Qualifications: The applicants must meet the following requirements:
1. They should have a good academic record and moral character;
2. They should not be scholarship recipients from other ROC (Taiwan) governmental agencies or educational institutions at the same time.
3. They should neither be Overseas Chinese Students nor ROC nationals;
4. They should not be exchange students who are admitted in accordance with academic cooperation agreements made between local educational universities/ colleges and foreign educational institutions;
5. They should not have had their scholarships cancelled in accordance with these Guidelines;
6. They should not have received Taiwan Scholarships of the same type;
7. They should not be foreign students who have already enrolled at local educational institutions at their own expense. (However, they will be eligible to apply to individual universities/colleges for Foreign Studentsˇ¦ Scholarships, which are subsidized by the MOE.)


V. Application Process:
1. Application Period: from February 15 through April 15, 2006;
2. Required Documents: Applicants need to submit the following documents;
A. Application Form for ROC (Taiwan) Ministry of Education Mandarin Enrichment Scholarships, 2006-2007;
B. Proof of highest educational qualifications and academic performance;
C. Proof of application to enroll at language centers (e.g., a copy of the application form).
D. Ministry of Education Mandarin Enrichment Scholarship Program Terms of Agreement.
3. Please send all required documents to the Cultural Division, Taipei Economic and Cultural Office in New York, 1 E 42nd St., Fl.6, New York, NY 10017
4. Applicants are responsible for their application process to the language centers that they would like to attend. Applicants, upon receiving their admission letters, need to submit copies of their admission letters to the Cultural Division of Taipei Economic and Cultural Office in New York to secure their scholarship no later than July 15, 2006. Submission of these documents after the deadline will be deemed as a waiver for accepting the scholarship. Candidates will be disqualified if they fail to pass the application review process of respective language centers.


VI. The Suspension and Cancellation of Scholarships:
1. If a student is absent for more than ten hours of class (serious illness and accidents excluded) within a single month, the language center will suspend his/her scholarships the following month.
2. After studying for one quarter, if a student's academic average is less than 80%, his/her scholarship for the next quarter will be suspended for one month. If a student's academic average is less than 80% for two consecutive quarters, his/her scholarship status will be cancelled beginning with the next quarter. The remainder of the scholarship will also be cancelled.
3. If a student is suspended from or drops out of school, the language center will suspend his/her scholarship and inform the related government agencies in writing in order to cancel his/her scholarship status. The remaining scholarships will also be cancelled.

VII. Transferring to other schools:
If the scholarship recipient needs to transfer to another language center due to health, psychological reasons or special environmental considerations, they have to follow the Ministry of Education Regulations Regarding International Students undertaking Studies in Taiwan. If the institution or language center agrees to his/her transfer, these institutions involved must inform the related government agencies (including the Ministry of Education) for future review. Only one transfer is permitted.
